National News
Cabinet Approval
- The Union Cabinet chaired by the Prime Minister Narendra Modi approved the terms of reference for the Sixteenth Finance Commission (SFC) without revealing the names of its chairman and members.
- The SFC has to submit its report by October 31, 2025, covering a period of five years that will come into effect on April 1, 2026.
- The recommendations of the Fifteenth Finance Commission (FFC), chaired by N K Singh, are valid till March 31, 2025.
- The cabinet has also approved Central Sector Scheme for providing Drones to the Women Self Help Groups (SHGs), with an outlay of ₹1261 Crore for the period from 2024-25 to 2025-26.
- The scheme aims to provide drones to 15,000 selected Women SHGs during the period 2023-24 to 2025-2026 for providing rental services to farmers for agriculture purpose.
- The cabinet has also approved the continuation of Fast Track Special Court (FTSCs) as, a Centrally Sponsored Scheme (CSS) from 01.04.2023 to 31.03.2026 with financial implication of ₹1952.23 crore (₹1207.24 crore as Central Share and ₹744.99 crore as State share).
- Central Share is to be funded from Nirbhaya Fund.
- The Scheme was launched on 10.2019.
- Also approved Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) with total outlay of ₹24,104 crores (Central Share: ₹15,336 crores and State Share: ₹8,768 crores) to focus on 11 critical interventions through 9 line Ministries.

AMD largest global design centre inaugurated in India
- The USA-based semiconductor company AMD inaugurated its largest global design centre in Bengaluru, as part of the $400 million India investment announced by the company in July 2023.
- The centre was inaugurated by Union Minister for Railways, Telecommunications, Electronics and Information Technology Ashwini Vaishnaw.
- The campus will serve as a centre of excellence for the development of leadership products across high-performance CPUs for the data centre and PCs, and gaming graphics processing units (GPUs).

4th edition of ASEAN India Grassroots Innovation Forum (AIGIF)
- India along with 10 ASEAN Member States (AMS) were represented by 200 participants, at the 4th edition of the annual ASEAN India Grassroots Innovation Forum (AIGIF) that was launched in Langkawi, Malaysia.
- The forum was launched by Mr YB Chang Lih Kang, Minister of Science, Technology and Innovation, Government of Malaysia.
- The AIGIF is an annual programme focused on fostering a strengthened relationship between India and AMS on the premise of cooperation in Science, Technology and Innovation (STI).
- The annual program is a collaboration between the ASEAN Committee on Science, Technology, and Innovation (COSTI); Department of Science & Technology (DST), Government of India; National Innovation Foundation (NIF) – India and the Science and Technology Ministry of the host nation, Malaysia’s Ministry of Science, Technology and Innovation (MOSTI) in the year 2023.
- Yayasan Inovasi Malaysia (YIM) is an agency under MOSTI which is executing the AIGIF this year.

State News
Karnataka approved 62 industrial investment projects
- Karnataka approved 62 industrial investment proposals worth ₹3,607.19 crores with an employment generation potential of 10,755 in the state.
- The State Level Single Window Clearance Committee (SLSWCC) approved eight projects that involve investments totalling to ₹2,088.44 crores.
- The proposals have the potential to create 6,360 jobs.
- Some of the top investors include Texcon Steels, Hundri Sugars and Ethanol, Bren Life Sciences, Alpine Ethanol, Virupaksha Laboratories and Qualcomm India among others Of the 62 investment proposals, 51 are between ₹15 crores and ₹50 crores and amount to ₹941.40 crores.
- They have employment generation potential of 4,395.
- Three projects with an additional investment of ₹577.35 crores were approved too.
- The MoU was signed at the 26th Bengaluru Tech Summit (BTS) 2023.
- Companies that have committed investing in the state include Texcon Steels (₹480 crores), Hundri Sugars and Ethanol Private (₹476.54 crores), Bren Life Sciences and others.

Andhra Pradesh launched industrial units
- Andhra Pradesh Chief Minister YS Jagan Mohan Reddy launched and laid foundation stone for a slew of food processing and industrial units worth ₹1100 crores in the State.
- The units have an employment potential for 21,744 persons.
- He also launched the 2 lakh metric ton capacity edible oil refinery established by Gokul Agro Resources Pvt Ltd at Doruvula Palem in Muthukuru Mandalam of SPS Nellore district with an investment of ₹250 crores and employment potential of 1150 persons.
- And also launched the ₹2.5 crores sesame seeds processing unit established by APFPS at Peddiredlapalem of L. Kota Mandalam in Vizianagaram district.
- The common facility centres at the printing cluster in Kakinada industrial estate established by the Industries Department with an investment of ₹15 crores and employment potential for 1000 persons was also launched.
- 21 industrial development projects and factory complexes established in 18 districts by the Industries Department with an investment of ₹286 crores and laid foundation stones for some complexes was also launched.
- The Chief Minister laid foundation stone for the ₹144 crores maize-based food processing unit to be established by Sri Venkateswara Bio Tech Pvt Ltd at Kommuru in Eluru district.
- It has employment potential for 310 persons.
- Foundation stone was also laid for the ₹13 crores Blue Fin Enterprises food products unit at Konada in Vizianagaram district.

'Jeevan Utsav' by LIC
- The Life Insurance Corporation of India (LIC) has announced the launch of a new non-linked, non-participating individual savings whole life insurance product – Jeevan Utsav.
- The minimum sum assured under the policy is ₹5 lakhs.
- The premium paying terms range from 5 to 16 years.
- The minimum age at entry is eight years, while the maximum limit is 65 years.
- The plan offers the choice to choose between two payout options – regular income and flexi income benefits.
- In the case of the first one, 10% of the basic sum assured chosen by the policyholder will be paid at the end of each policy year, starting after 3 to 6 years from the deferment period.
- In the case of the second one, policyholders can opt for flexi income benefit under which 10% of the basic sum assured payable can be accumulated and withdrawn later, subject to terms and conditions.
- LIC shall pay interest on such Deferred Flexi Income payments at 5% per annum, compounding yearly.

ADB approved loan for Greenway Grameen Infra
- The Asian Development Bank is providing a loan of $6.5 million to Greenway Grameen Infra as a senior secured loan to produce and distribute 1 million improved cookstoves to rural households in Madhya Pradesh and Odisha.
- The financing also includes a $3.25 million first-loss liquidity reserve from the Climate Innovation and Development Fund (CIDF), administered by ADB.
- This project will subsidize the cost of new cookstoves to rural households using traditional, inefficient cooking methods.
- Established in 2010, Greenway is a climate action and improved cookstoves enterprise.
- Its products are used by nearly 3 million households globally.
- Greenway Smart Stove is priced at ₹2,199, and Greenway Jumbo Stove priced at ₹3,499.
- Its sales have risen from about 130,000 stoves in FY19 to about 500,000 stoves in FY23.

OECD economic outlook
- The Organisation for Economic Cooperation and Development (OECD) retained its growth projection for India at 3% for FY24 holding that surging services exports and public investment will continue to drive the economy.
- The economy will slow down to 1% in FY25 due to adverse weather-related events and the weakening international outlook.

India pharma industry will reach $130 billion by 2030
- Veeramani S.V., Chairman, Pharmaceuticals Export Promotion Council of India (Pharmexcil) told that the Indian pharmaceutical industry is expected to reach $130 billion mark by 2030 at the CPHI & PMEC India expo.
- The Indian pharmaceutical industry is on a compelling growth trajectory, evidenced by an 8% year-to-date increase in exports and a remarkable 29% surge in October alone.
- This growth is propelled by expanding market opportunities, heightened demand in the USA, and critical shortages of medicines in the S.A and Europe.
Indian markets hit historic $4 trillion market cap milestone for the first time
- Indian markets hit the historic $4 trillion market cap milestone for the first time in November 2023.
- Currently, there are only three countries in the $4-trillion-plus mcap club–US, China and Japan.
- Hong Kong too, is part of the club.
- However, a large contribution is on account of companies belonging elsewhere, mainly China.
- With a market cap of almost $48 trillion US is by-far the world’s largest equity market.
- Followed by China ($9.7 trillion) and Japan ($6 trillion).

Small Industries Development Bank of India (SIDBI) signed an agreement with Andhra Pradesh Industrial Infrastructure Corporation (APIIC)
- The Small Industries Development Bank of India (SIDBI) signed an agreement with Andhra Pradesh Industrial Infrastructure Corporation (APIIC) to improve institutional credit linkage to MSMEs in the State, especially those who have set up their units in APIIC Industrial Parks.
- The tie-up would strengthen the financial support system for the MSMEs by facilitating credit arrangements and their smooth delivery.

Various MoU’s signed by Tamil Nadu Government
- At the Investment Conclave held in Chennai as many as 293 memoranda of understanding (MoUs), proposing a cumulative investment of ₹5,566.92 crores, were signed with micro, small and medium enterprises (MSMEs).
- These MoUs cover the manufacture of auto components, aerospace and defence equipment, electronic gadgets and information technology equipment, and will help to create jobs for 26,477 persons.
- The State had attracted 241 proposals for a cumulative investment of ₹2,97,196 crores, which would create jobs for 4,15,282 people in past two years.

Ministry of Defence signed contract with Bharat Heavy Electricals Limited
- The Ministry of Defence has signed a contract with M/s Bharat Heavy Electricals Limited (BHEL), Haridwar for procurement of 16 Upgraded Super Rapid Gun Mount (SRGM) along with associated equipment/ accessories for Indian Navy under Buy (Indian) category at a total cost of ₹2956.89 Crores.
- The upgraded SRGM, which will be manufactured by M/s BHEL at its Haridwar Plant, is a medium caliber anti-missile/anti aircraft point defence weapon system which provides a sustained rate of fire and high accuracy.
- The weapon system is capable of multiple engagements in multi-threat scenarios and has a proven record of very good performance against missiles and highly maneuverable fast attack crafts.
- Upgraded SRGMs will be installed onboard Indian Navy’s in-service and newly built ships by M/s Mazagaon Dock and Shipbuilders Ltd., Mumbai, and Garden Reach Shipbuilders & Engineers, Kolkata.
- The project will generate an employment of two and half lakh mandays over a period of five years and encourage active participation of various Indian industries including MSME, thus significantly contributing to the Government’s efforts to achieve ‘Atmanirbharta’ in defence.

Bharat Biotech signed MoU with University of Sydney
- Vaccines and bio-therapeutics manufacturer Bharat Biotech and the Sydney Infectious Diseases Institute (Sydney ID), University of Sydney have signed a Memorandum of Understanding (MoU) to collaborate on advancing vaccine research and combating infectious diseases
- The international agreement aims to foster strong collaborations between sectors and organisations to develop innovative methods for tackling future epidemics and infectious diseases.
- The partnership also seeks to leverage the strengths of academia and industry to advance the science of vaccines and biotherapeutics.

National conference on integration of Yoga in School Education System
- President Droupadi Murmu inaugurated the national conference on integration of Yoga in School Education System organized by Kaivalyadhama as part of its centenary year celebrations at Lonavala in Maharashtra.
- Kaivalyadhama is one of the oldest pioneering yoga institutes in the world was Founded by Swami Kuvalayananda in 1924.
- It follows the principles and philosophy of Patanjali’s Ashtanga Yoga. Kaivalyadhama is the first Yoga institute to proactively conduct scientific research to demonstrate the benefits and uses of Yoga.

Anganwadi Protocol for Divyang Children
- Ministry for Women and Child Development had launched the Anganwadi Protocol for Divyang Children.
- Through the Divyang protocol, every district administration will be guided in addressing special needs for education and nutrition, providing Swavlamban Cards for the empowerment of divyang children and their families.
- The developmental milestones of the children will be tracked on the Poshan tracker and the data will further support convergence between relevant Ministries viz; MoHFW, DoSEL, DePwD, etc.
- The creation of this protocol is a result of the government’s recognition that undetected disabilities in early years can cause delays in rehabilitation, and can hamper the development of a child.
- Studies show 30% of disabilities in India are preventable if caught early, and with the correct stimulation and simple play-based educational activities conducted for children under the age of 6 years, developmental delays can be prevented from developing into more severe disabilities.
- ASHA workers will aid the Angawadi workers in their home visits to the families of the children, and help in referring children to health services wherever necessary.

International Day of Solidarity with the Palestinian People 2023
- International Day of Solidarity with the Palestinian People is annually observed on November 29.
- In 1977, the United Nation General Assembly called for the annual observance of 29 November as the International Day of Solidarity with the Palestinian People (resolution 32/40 B).
- An exhibit entitled “Palestine – a Land with a People,” will be inaugurate on November 29, 2023 and remain on display at United Nation HQ in the Visitors’ Lobby in New York until January 8th 2023.

Defence Minister unveiled crest of Project 15B stealth guided missile destroyer Yard 12706 (Imphal)
- Union Defence Minister Rajnath Singh unveiled the crest of Yard 12706 (Imphal), the third amongst the four Project 15B stealth guided missile destroyers in New Delhi.
- The unveiling of Imphal’s crest, adorned with the Kangla Palace and ‘Kangla-Sa’ is a befitting tribute to the sacrifice made by the people of Manipur towards India’s independence, sovereignty and security.
- The crest design depicts the Kangla Palace on the left and ‘Kangla-Sa’ on the right.
- The Kangla Palace is an important historical and archaeological site of Manipur, and was the traditional seat of the past kingdom.
- With a dragon’s head and lion’s body, the ‘Kangla-Sa’ is a mythical being from Manipur history, and is symbolic as the guardian/protector of its people.
- ‘Kangla-Sa’ is also the state emblem of Manipur.
- Designed by the Indian Navy’s Warship Design Bureau and built by Mazagon Dock Shipbuilders Limited (MDL), Mumbai, this ship is a hallmark of indigenous shipbuilding and is amongst the most technologically advanced warships in the world.
- The ship was delivered by the MDL to the Indian Navy on October 20, 2023.
- A guided missile destroyer with a displacement of 7,400 tons and overall length of 164 meters, Imphal is a potent and versatile platform equipped with state-of-the-art weapons and sensors, including surface-to-air missiles, anti-ship missiles and torpedoes.
- Powered by Combined Gas and Gas (COGAG) propulsion, she is capable of achieving speeds in excess of 30 knots (56 km/hr).
