State News
Centre will set up Rs 200 crore training centre for MSMEs in Goa
- The central government plans to establish a training centre at the cost of Rs 200 crore to support micro, small and medium enterprises (MSMEs) in Goa.
- Earlier in July, The Goa government signed a memorandum of understanding (MoU) to strengthen MSMEs in the state.
- The MoUs signed with the Credit Guarantee Fund Trust for Micro and Small Enterprises for administering the Goa Credit Guarantee Scheme or Mukhyamantri Saral Udyog Sahayya Yojana in the state.
- The state government’s budget for 2023-2024 announced that it will introduce the scheme this year and assign Rs 10 crore to raise credit guarantee coverage under CGTMSE up to 95%.

Yuba Tripura, Natun Tripura, Atmanirbhar Tripura
- Tripura Chief Minister Manik Saha launched the “Yuba Tripura, Natun Tripura, Atmanirbhar Tripura” to encourage youth to set up industrial and business units in the state.
- “Yuba Tripura, Natun Tripura, Atmanirbhar Tripura”, is an initiative of Tripura Industrial Development Corporation to encourage and support the Yuba Shakti towards setting up industrial units.
- Chief Minister informed that 100 youths from each district of the state would get opportunities to visit the industrial estates and gather knowledge on various matters.
- On the occasion, CM Saha also released a booklet comprising information regarding various Swanirbhar schemes of Central and State Governments.

Schemes
Mukhyamantri Sukh Ashraya Yojana
- Aimed at providing appropriate care, protection, development, and self-reliance to orphans, specially-abled children, destitute women, and elderly individuals, the Himachal Pradesh government launched first of its kind scheme – ‘Mukhyamantri Sukh Ashraya Yojana’.
- The Chief Minister distributed financial benefits worth ₹4.68 crore to eligible children which includes ₹15.52 lakh for fees and other hostel expenses, along with ₹11.52 lakh as monthly expenses benefiting 48 orphaned children for pursuing higher education.
- Apart from this, ₹7.02 lakh for fees and ₹4.08 lakh for monthly expenses were also distributed to 17 orphaned children enrolled in a few professional courses.
- The Chief Minister said that under the scheme, approximately 2,700 newly identified orphans living with relatives will also get monthly financial assistance of ₹4,000 until the age of 27 years.
- under the scheme, the beneficiaries will also receive ₹10 thousand as apparel allowances, ₹500 as festival grant and a marriage grant of ₹2 lakhs.
- For higher education, children are eligible for financial assistance of up to ₹1 lakh and a monthly pocket money of ₹4,000.
- Also, grants of ₹2 lakhs will be provided to support orphan children in establishing small or micro-industries for self-employment.

Mukhyamantri Gramin Awas Nyay Yojana
- Under the Mukhyamantri Gramin Awas Nyay Yojana, the Chhattisgarh government has announced plans to provide cemented houses for 47,000 impoverished individuals residing in the state’s rural areas.
- Initially launched in 2021, the scheme’s implementation was halted due to the COVID-19 pandemic.
- The scheme drew inspiration from the central government’s Pradhan Mantri Awas Yojana, launched in 2016.
- However, the Chhattisgarh government opted not to participate in this national-level programme.
- The Pradhan Mantri Awas Yojana aimed to provide permanent housing to 1,875,580 families, with the expenditure shared between the Centre and the state in a 60:40 ratio.
- This scheme targets beneficiaries in need of housing who were not eligible, according to the survey list from 2011.
- This is because the Union government conducted the Socio-Economic and Caste Census in that year.
- The Baghel government has decided to undertake the “Chhattisgarh State Socio-Economic Survey 2023” from April 1, 2023, to April 30, 2023.
- According to this survey, approximately 1,100,000 families were living in kutcha houses in the state.

National Investment and Infrastructure Fund (NIIF) launched $600 million India-Japan Fund (IJF)
- The National Investment and Infrastructure Fund (NIIF) has entered into a collaboration with the Japan Bank for International Cooperation (JBIC) to launch a $600 million India-Japan Fund (IJF) with JBIC and Government of India (GoI) as anchor investors.
- This joint initiative signals a key dimension of collaboration between the two countries in an area that is a shared priority viz. climate and environment.
- The announcement marks NIIF’s first bi-lateral fund, with the GoI contributing 49% of the target corpus and the remaining 51% contributed by JBIC.
- The Fund will be managed by NIIF Limited (NIIFL) and JBIC IG (a subsidiary of JBIC) will support NIIFL in promoting Japanese investments in India.
- India Japan Fund will focus on investing in environmental sustainability and low carbon emission strategies and aims to play the role of being a ‘partner of choice’ to further enhance Japanese investments into India.

Competition Commission of India (CCI) approval
- The Competition Commission of India (CCI) has approved the proposed acquisition of 100% shareholding of Lanco Amarkantak Power Limited (LAPL) by PFC Projects, REC Limited, SJVN Limited and Damodar Valley Corporation (DVC).
- LAPL is an unlisted public limited company engaged in power generation in India.
- In another transaction, the CCI has approved Kedaara Capital Fund III LLP’s acquisition of 1.74% stake in Lenskart Solutions Private Limited (LSPL).
- Meanwhile, CCI has also approved the acquisition of majority stake in Indira IVF by Zonnebaars and amalgamation of Spaceway Wellness into Indira IVF.

- Vice Admiral Tarun Sobti, AVSM, VSM assumed charge as Deputy Chief of the Naval Staff on 01 Oct 2023.
- He had succeeded Vice Admiral Sanjay Mahindru who retired after more than 38 years of illustrious service on 30 Sep 2023.
- Vice Admiral Tarun Sobti was commissioned into the Indian Navy on 01 Jul 1988 and is a Navigation and Direction Specialist.
- He was awarded the Vishisht Seva Medal in 2020 and Ati Vishisht Seva Medal in 2022.

Nobel Prize in Chemistry
- The Nobel Prize in Chemistry 2023 was awarded to Moungi Bawendi (France), Louis Brus (USA) and Alexei Ekimov (Soviet Union & USA) “for the discovery and synthesis of quantum dots.”
- Quantum dots now illuminate computer monitors and television screens based on QLED technology.
- They also add nuance to the light of some LED lamps, and biochemists and doctors use them to map biological tissue.
- The first Nobel Prize in Chemistry was awarded in 1901 to Jacobus Henricus van ‘t Hoff, of the Netherlands, “for his discovery of the laws of chemical dynamics and osmotic pressure in solutions”.
- The First Women to win Nobel Prize in Chemistry was Marie Curie in 1911 for her services to the advancement of chemistry by the discovery of the elements radium and polonium, by the isolation of radium and the study of the nature and compounds of this remarkable element.
- To date, the youngest Nobel Prize laureate in chemistry is Frédéric Joliot, who was 35 years old when he was awarded the chemistry prize in 1935, together with his wife, Irène Joliot-Curie.
- The oldest Nobel Prize laureate in chemistry to date is John B. Goodenough, who was 97 years old when he was awarded the chemistry prize in 2019.
- He is also the oldest laureate to be awarded in all prize categories.
- Of the 192 individuals awarded the Nobel Prize in Chemistry, eight are women so far.

International Music Day 2023
- International Music Day is annually celebrated on October 1.
- In 1949, UNESCO established an advisory body, the International Music Council (IMC), to advise it on music.
- Later in 1973, during the 15th General Assembly in Switzerland, the IMC passed a resolution on dedicating a special day to music, and in 1974, Yehudi Menuhin announced that October 1 to be marked as International Music Day.
- The first International Music Day was celebrated on October 1, 1975.

World Animal Welfare Day 2023
- World Animal Welfare Day is annually celebrated on October 4.
- Heinrich Zimmermann, a writer and editor of the German publication Man and Dog, came up with the concept for World Animal Day.
- On March 24, 1925, Zimmermann planned the inaugural World Animal Day event at the Sports Palace in Berlin, Germany.
- At a Congress of the International Animal Protection Congress in Florence, Italy, in May 1931, his proposal to recognize October 4 as World Animal Day was overwhelmingly approved and enacted as a resolution.
- The World Animal Day website was introduced in 2003 by the UK-based animal protection organization Naturewatch Foundation in an effort to expand the event’s audience.

National Wildlife Week 2023
- National Wildlife Week, an annual event, commenced at the National Zoological Park on October 2 and will go on until October 8.
- This year observes the 69th edition.
- National Wildlife Week’s history dates back to 1952 when the Indian Board of Wildlife conceived the concept as a means to raise awareness about the long-term objectives of safeguarding India’s wildlife.
- Originally observed as Wildlife Day in 1955, it later evolved into a week-long event in 1957.

Indian Air Force received first LCA Tejas trainer aircraft from HAL
- Indian Air Force (IAF) chief Air Chief Marshal VR Chaudhari received the Light Combat Aircraft (LCA) Tejas twin-seater trainer aircraft from Hindustan Aeronautics Limited (HAL) Chief Managing Director CB Ananthakrishnan in Bengaluru.
- Two LCA squadrons have already been set up and a contract has been signed for 83 additional LCAs.
- HAL has an order of 18 twin seater from IAF and is planning to deliver 8 twin seater in FY 2023-24.
- Further, 10 twin seaters would be delivered progressively by 2026-27.

Sampriti Exercise
- India and Bangladesh commenced the 11th edition of annual joint military exercise, SAMPRITI in Umroi, Meghalaya.
- This exercise, alternatingly organised by both countries, signifies strong bilateral defence cooperation initiatives.
- With its inception in Jorhat, Assam in 2009, the exercise has witnessed ten successful editions till 2022.
- SAMPRITI-XI, scheduled for 14 days, will engage approximately 350 personnel from both sides.
- The exercise underscores the importance of enhancing interoperability between the two armies, sharing tactical drills, and promoting best practices.
- The Bangladesh contingent comprises 170 personnel, led by Brigadier General Mohammed Mafizul Islam Rashed, Commander of 52 Bangladesh Infantry Brigade.
- The lead unit from the Bangladesh Army side is 27 Bangladesh Infantry Regiment.
- Indian contingent mainly comprises troops from a battalion of RAJPUT Regiment.
- Brigadier SK Anand, Commander of a Mountain Brigade is leading the Indian contingent.
- The exercise will also witness participation by personnel from diverse units such as artillery, engineers and other supporting arms and services from both sides.

IAF lines up massive acquisition of aircrafts & weapon systems
- The Indian Air Force (IAF) is planning massive acquisitions of aircrafts, helicopters and other weapon systems over a period of seven to eight years at a staggering cost of ₹2.5 lakh crore to ₹3-lakh crore.
- The cash inflow of course will depend on the allotted budget.
- These contracts will be fulfilled over a period of 7 to 8 years.
