Second edition of the National Cyber Security Exercise 2023 ‘Bharat NCX 2023’

  • The second edition of the National Cyber Security Exercise 2023 ‘Bharat NCX 2023’ will be conducted as a hybrid exercise over a period of twelve days.
  • Principal Scientific Advisor to the Government of India Ajay Kumar Sood inaugurated the ‘Bharat NCX 2023’.
  • The exercise aims to train senior management and technical personnel of Government and Critical Sector organizations and Public and Private agencies on contemporary cyber threats and handling cyber incidents and response.
  • The programme is being conducted by the National Security Council Secretariat in strategic partnership with Rashtriya Raksha University.
  • The participants will be trained on various key cyber security areas such as Intrusion Detection Techniques, Malware Information Sharing Platform, Vulnerability Handling and Penetration Testing, Network Protocols and Data Flows, Digital Forensics.

Protocol for Management of Malnutrition in Children

  • Union Women and Child Development Minister Smriti Irani launched Protocol for Management of Malnutrition in Children to combat acute malnutrition at a function in New Delhi.
  • It is a comprehensive guide to identify and provide extensive care to malnourished children in the country.
  • The protocol will also provide detailed steps for the identification and management of malnourished children at the Anganwadi level, including decision-making for referral, nutritional management and follow-up care.
  • Malnutrition occurs when an individual’s diet lacks vital nutrients and energy needed for proper body function.
  • It includes both undernutrition causing stunted growth and overnutrition leading to obesity and related issues.

‘A-HELP’ programme by Department of Animal Husbandry and Dairying

  • The Department of Animal Husbandry and Dairying, Government of India launched the ‘A-HELP’ (Accredited Agent for Health and Extension of Livestock Production) programme in Jharkhand.
  • Accredited Agent for Health and Extension of Livestock Production (A-HELP) has been formulated to fill the void between local veterinary institutions and livestock owners and provide primary health services and will serve as Livestock Resource Persons and Primary Service Providers.
  • The Department of Animal Husbandry and Dairying (DAHD) is embarking on a novel initiative named as “A-HELP” (Accredited Agent for Health and Extension of Livestock Production) and has already initiated across different States/UTs including Bihar, Gujarat, Jammu and Kashmir, Karnataka, Madhya Pradesh, Uttarakhand, and Jharkhand.
  • The Department of Animal Husbandry and Dairying (DAHD) has launched the novel initiative through an MoU signed between DAHD and the National Rural Livelihoods Mission (NRLM) under the Ministry of Rural Development (MoRD).

NeGD launched State Capacity Building Workshops Under Digital India programme

  • State Capacity Building Workshops are being offered by National e-Governance Division, Ministry of Electronics & Information Technology, under its Capacity Building Scheme in collaboration with their knowledge partners.
  • The aim of these workshops is to demystify the potential of Emerging technologies in improving service delivery and how to shape the policies and strategies to accommodate new digital landscapes.
  • The first workshop is being conducted in Maharashtra, from 9th-12th October 2023, with the participation of more than 28 officials from various Departments of Maharashtra.
  • The four-day intensive training is intended to familiarise the team working under the policy-making public officials to maintain continuity in the adoption and implementation of emerging technology initiatives in the State.
  • The workshop was inaugurated by Ms. Nima Arora, Director IT & the senior officers from NeGD and Wadhwani Institute of Technology & Policy (WITP).
  • The workshop is bringing together an array of subject matter experts from the industry and the government for interactive sessions on real-life case studies, demonstrations on tools and a vision for turning ideas into proof of concepts, pilots or projects.
  • Launched in August 2023, these workshops are distinctive with the partnership between the Government and industry consortium so that Government may effectively harness the emerging technologies to improve the delivery of public services, strengthening governance and making better-informed decisions.
  • The upcoming workshops are planned in Kerala, Ladakh, Telangana, etc.

16th Agricultural Science Congress

  • Union Minister of Fisheries, Animal Husbandry and Dairying Parshotham Rupala inaugurated the 16th Agricultural Science Congress in Hotel Le Méridien, Kochi, Kerala.
  • The XVI Agricultural Science Congress is being organized by the National Academy of Agricultural Sciences (NAAS).
  • The Congress will be hosted by the ICAR-Central Marine Fisheries Research Institute (CMFRI), Kochi from 10 to 13th October 2023 in offline mode.
  • The theme of the Congress is “Transformation of Agri-Food Systems for Achieving Sustainable Development Goals”.
  • XVI ASC logo represents the universal, natural energy source indicated by the Sun on the top.
  • The lower elements in various shades of green indicate the crop sectors at different stages of growth.
  • The brown elements indicate happy farmers after harvest.

Rajasthan CM approved 90% discount on bus fares for women

  • Rajasthan Chief Minister Ashok Gehlot has approved a proposal to offer a 90% discount on bus fares for girls and women in Rajasthan who obtain monthly roadways passes.
  • With this discount, they will only be required to pay 10% of the fare for ordinary and express buses operated by the Rajasthan State Road Transport Corporation within the state.

Australia to be partner country at Tamil Nadu global investors meet in January 2024

  • Australia will be a partner country for the Tamil Nadu Global Investors Meet in January 2024.
  • Milton Dick, speaker of the Australian Parliament, and Philip Green, the country’s new High Commissioner in Chennai, made the announcement on their visit to Chennai.
  • Green also announced that the Australian Consulate General will participate in the Indian Institute of Technology Madras-led Hydrogen Valley Innovation Cluster in Tamil Nadu (HVIC-TN) discussions as an initiative to engage with the Australia India Centre for Energy.

Schemes

Samadhan scheme

  • The Tamil Nadu government announced a new Samadhan scheme with waivers and concessions to pave the way for the settlement of the pending tax dues of about ₹25,000 crores, of which a majority are under the erstwhile Tamil Nadu Value Added Tax and other legacy tax legislations.
  • The scheme has classified the tax dues under five broad categories — ₹50,000 and below, above ₹50,000 to ₹10 lakh, above ₹10 lakh to ₹1 crore, above ₹1 crore to ₹10 crore and above ₹10 crore.
  • As per the data available, there are 2,11,607 tax disputes involving 1,42,569 traders.
  • The total tax outstanding amount is ₹24,895 crores.
  • The new scheme offers a complete waiver of tax arrears, interest, and penalty if the total tax arrears for an assessment year is below ₹50,000, and this is for every assessment year, a move that is expected to give a big relief to the small traders.

‘Lek Ladki’ scheme

  • Maharashtra Government has approved the ‘Lek Ladki’ (Beloved Daughter) scheme.
  • The scheme was announced in this year’s state budget.
  • It will be applicable to families holding yellow or saffron ration cards.
  • The state government has said that the scheme will effective for girls born post 1st of April 2023.
  • The scheme will provide a financial aid of one lakh rupees for a girl child of poor family.

RBI extended prompt corrective action framework to government NBFCs

  • The Reserve Bank of India has decided to extend the prompt corrective action (PCA) framework for non-banking financial companies (NBFCs) to government NBFCs (except those in base layer) with effect from October 1, 2024.
  • This will be based on the audited financials of these NBFCs as on March 31, 2024, or thereafter.
  • The objective of the PCA framework is to enable supervisory intervention at appropriate time and require the supervised entity to initiate and implement remedial measures in a timely manner, so as to restore its financial health.
  • The PCA framework is also intended to act as a tool for effective market discipline.
  • The PCA framework does not preclude the Reserve Bank of India from taking any other action as it deems fit at any time in addition to the corrective actions prescribed in the framework.
  • The PCA framework for NBFCs came into effect from October 1, 2022, based on the financial position of NBFCs on or after March 31, 2022.
  • The central bank had issued a circular to this effect to NBFCs in December 2021.

RBI barred Bank of Baroda from onboarding fresh customers on its mobile app ‘bob World’

  • The Reserve Bank of India under Section 35A of the Banking Regulation Act, 1949, directed Bank of Baroda to suspend, with immediate effect, any further onboarding of their customers onto the ‘bob World’ mobile application.

India’s GDP forecast by IMF

  • The International Monetary Fund has made no change to its forecast for next year and continues to see India’s GDP growing by 6.3% in 2024-25.
  • The view of the IMF, which had raised its growth forecast for India for this year by 20 basis points to 6.1% in July, is now in line with that of the World Bank.

Net direct tax collections up 21.8% to ₹9.57 lakh crore

  • India’s net direct tax collections grew 21.8% to ₹9.57 lakh crore by October 9, surpassing over half of the Budget estimates for this year, with personal income tax revenues rising 32.5% and corporate taxes increasing 12.4%.
  • While tax refunds amounting to ₹1.5 lakh crore have been remitted to taxpayers so far, some refunds are being withheld on the basis of pending tax demands from the past that taxpayers are being given a chance to address.
  • Moreover, challenges with validating bank accounts of about 35 lakh taxpayers, who may have provided incorrect bank branch codes, are also posing a hurdle.

Indian space economy needs $22 billion in investment by 2033

  • The Indian space economy will need an overall investment of $22 billion in the next 10 years to reach its potential of $44 billion in revenue by 2033, making up 8 per cent of the global share, according to the Indian National Space Promotion and Authorization Centre (IN-SPACe), an autonomous agency in the Department of Space (DOS), Department of Science, Government of India.
  • Currently, India’s space economy stands at approximately $8.4 billion, with a projected five-fold increase by 2033.
  • In contrast, the global space economy is currently valued at $440 billion, with an estimated growth to $1 trillion by 2040.

India signed agreement with Italy

  • India and Italy signed an agreement on cooperation to promote engagement in various defence domains — such as security and defence policy, research and development, industrial co-development, co-production and setting up of joint ventures — in the presence of visiting Defence Minister Rajnath Singh and his Italian counterpart Guido Crosetto in Rome.

Assam government signed MoU with Indian Army

  • Assam government signed a Memorandum of Understanding with Indian Army for upskilling of ex-servicemen and their dependents.
  • Chief Minister Himanta Biswa Sarma unveiled a larger-than-life statue of medieval-era Ahom army commander Lachit Borphukan and a Swahid Smarak at Bir Lachit Borphukan Park inside Narengi Military Station in Guwahati.

8th BRICS International Competition Conference

  • The 8th BRICS International Competition Conference will be held in New Delhi.
  • The theme of the conference is New issues in competition law and policy, dimensions, perspectives, and challenges.
  • BRICS International Competition Conference (BRICS ICC) is an important event under the framework of the BRICS Leader’s Meeting.
  • It began with the meeting of the Heads of State of BRICS (then BRIC) countries in Yekaterinburg, Russia, on 16th June 2009.
  • This is the biennial conference, hosted by BRICS competition authorities on rotation basis.
  • The first conference was organized by Russia in September 2009, followed by China (2011), India (2013), South Africa (2015), and Brazil (2017).
  • After 2013, it is after 10 years since the hosting rights of the BRICS ICC have been handed over to India.
  • 3rd BRICS International Competition Conference, 2013 was held in New Delhi with theme “Competition Enforcement in BRICS Countries: Issues and Challenges”.

"Space on Wheels" program

  • In Arunachal Pradesh, the Indian Space Research Organization (ISRO) in collaboration with Vijnana Bharati (VIBHA) is organizing an exhibition called “Space on Wheels” program in East Siang District.
  • The programme which features a mobile exhibition vehicle showcasing sophisticated models of satellites, launching vehicles, and communication systems aims to bring the wonders of space exploration to the doorstep of students and enthusiasts across the region.
  • In the two-day programme in the district, on the first day, the exhibition was held at JN College Pasighat wherein students from various schools and colleges participated.
  • The primary objective of the “Space on Wheels” program is to provide valuable insights into ISRO’s activities and India’s space missions to school and college students.
  • It also aims to sensitize the youth about the exciting and rewarding career opportunities in the field of space science.

Chairman of Indian Ocean Rim Association

  • The Indian Ocean Rim Association is an inter-governmental organisation which was established on 7 March 1997.
  • The IORA is a dynamic inter-governmental organisation aimed at strengthening regional cooperation and sustainable development within the Indian Ocean region through its 23 Member States and 11 Dialogue Partners.
  • The Council of Ministers, on voluntary offer by Member States, elects a Chair of the Association for a period of two years.
  • Sri Lanka now assumed as Chairman of Indian Ocean Rim Association (IORA).
  • India has assumed the position of Vice Chairman in the Indian Ocean Rim Association (IORA).
  • The 23rd Council of Ministers (COM) Meeting of the Indian Ocean Rim Association (IORA) will be held in Colombo on 11 October 2023, under the theme “Strengthening Regional Architecture: Reinforcing Indian Ocean Identity.”
  • India was Chairman in 2011 & 2012 during 11th & 12th Ministerial Meeting and Vice Chairman in 2009 & 2010 during 9th & 10th Ministerial Meeting.

Chairman of Association of Mutual Funds

  • The Association of Mutual Funds in India has elected Navneet Munot, the Managing Director and CEO of HDFC Asset Management, as the Chairman at its Board meeting, held recently.
  • Munot will take over as AMFI chief from A Balasubramanian, Managing Director of Aditya Birla Sun Life Asset Management Company, who will complete two consecutive terms in October.
  • The Board of AMFI also elected Anthony Heredia, MD and CEO, Mahindra Manulife Mutual Fund as the Vice-Chairman of AMFI.
  • Heredia is a Chartered Accountant and has over 26 years of experience in the investment management industry. He takes over the charge from Radhika Gupta, MD, Edelweiss Asset Management.
  • The new Chairman and Vice-Chairman will take charge from October 16.

British High Commissioner for a day

  • Twenty-one-year-old Shreya Dharmarajan from Chennai got the chance to live a day in the shoes of a diplomat after winning a competition of the British High Commission.
  • The political science graduate from Lady Shri Ram College won the British High Commissioner for a Day competition, held to commemorate the International Day of the Girl Child on October 11 and got to experience a broad range of diplomatic activities.
  • Her day was marked with activities such as leading a discussion on Sustainable Development Goals (SDGs) at the United Nations.

Member of the Competition Commission of India

  • Deepak Anurag, a retired Deputy Comptroller and Auditor General (CAG) assumed charge as a Member of the Competition Commission of India (CCI).
  • Last month, the Appointments Committee of the Cabinet approved the appointment of three new Members to the CCI.
  • The three new Members were Anil Agrawal, former Director General of Police and former Additional Secretary at the Department for Promotion of Industry and Internal Trade (DPIIT); Deepak Anurag, retired Deputy CAG; and Sweta Kakkad, an advocate.
  • Of these three new Members, only two —Sweta Kakkad and Anil Kumar Agrawal—were sworn in last month by the CCI Chairperson.
  • Now Anurag has been sworn in now.

Hurun India Rich List 2023

  • Hurun India released 360 ONE Wealth Rich List 2023 that named Mukesh Ambani and family of the Reliance Industries Limited (RIL) as India’s richest Indians in 2023 with a worth of Rs 8,08,700 crore followed by Gautam Adani and family, of the Adani Group with Rs 4,74,000 crore.
  • The real estate sector contributed 52 of the 1,319 names worth over Rs 3,000 crore, including 11 new additions to the list in the last one year.
  • The combined value of the real estate industry has grown by 27 percent.
  • DLF’s Rajiv Singh and family topped the Hurun India Rich List 2023 among real estate developers with a wealth of Rs 78,900 crore followed by Mangal Prabhat Lodha and the family of Macrotech Developers with a wealth of Rs 52,800 crore.

  • Kerala Tourism has received the prestigious Pacific Asia Travel Association (PATA) Gold Award in the ‘Marketing Campaign (State & city – Global)’ category, marking a sterling endorsement of the State’s sustained efforts to devise innovative initiatives to attract visitors.
  • Kerala Tourism Additional Director (General) S Prem Krishnan received the honour from PATA Chairman Peter Semone.

  • Kerala Tourism’s award-winning campaign ‘Make up for lost time, pack up for Kerala’, conceptualised for an audience transitioning to normalcy during the post-Covid times, targeted domestic tourists.
  • The campaign made a splash in all major media platforms, including print, radio, OOH, digital videos and banners (web portals), and social media channels.

Tanzania President becomes 1st woman to be awarded honorary doctorate by JNU

  • Tanzanian President Samia Suluhu Hassan was conferred an honorary doctorate by Jawaharlal Nehru University becoming the first woman to be bestowed with the honour for her “pivotal role in fostering stronger India-Tanzania relations, promoting economic diplomacy, and acheiving success in regional integration and multilateralism”.
  • The event took place at Kaushal Bhawan in Delhi’s New Moti Bagh and was attended by Union Minister of Education and Skill Development & Entrepreneurship Dharmendra Pradhan and Minister of External Affairs Dr S Jaishankar.

Global Olympic body, Reliance signed pact to promote sports values in India

  • The International Olympic Committee (IOC), the Olympic Museum and Reliance Foundation announced an agreement to promote Olympic values through sport among children starting with the Mumbai region and soon expanding it across the state of Maharashtra.
  • The agreement will focus on grade-specific activities in selected schools, sessions between athletes and students to promote physical activity and raising awareness to promote Olympism and Olympic values.

World Mental Health Day 2023

  • World Mental Health Day is annually observed on October 10.
  • The day was first celebrated in 1992 at the initiative of the World Federation for Mental Health, a global mental health organization with members and contacts in more than 150 countries.
  • In 1994 World Mental Health Day was celebrated with a theme for the first time at the suggestion of then Secretary General Eugene Brody.
  • Theme – mental health is a universal human right

  • National Post Day is annually observed on October 10 in India.

  • India has 23 postal circles and 9 postal zones including Army Post Office.
  • Post offices in Indian follow a 6-digit PIN Code system, a concept introduced by Shriram Bhikaji Velankar on August 15, 1972.
  • Each digit in the PIN code carries specific significance.
  • The first digit designates the region, the second pinpoints the sub-region, the third marks the district, while the last three digits pinpoint the specific post office serving a particular address.

  • International Day of the Girl Child is annually observed on October 11.
  • On December 19, 2011, United Nations General Assembly adopted Resolution 66/170 to declare October 11 as the International Day of the Girl Child, to recognize girls’ rights and the unique challenges girls face around the world.

Annual Joint HADR Exercise (AJHE)

  • The Annual Joint HADR Exercise (AJHE) is an outcome of Hon’ble PM’s directive promulgated during Combined Commanders’ Conference-2015.
  • Since its first edition in 2015, the Annual Joint HADR Exercise, CHAKRAVAT, has transformed itself into a multi-agency endeavour involving participation of all three Services, Paramilitary Forces, as well as several disaster response organisations, NGOs, academic institutions and international organisations.
  • The 2023 edition would further synergise efforts at the national level among all stakeholders, as well as witness participation from eight countries of the Indian Ocean Region.
  • The exercise has been conducted by Indian Army, Indian Navy (IN) and Indian Air Force (IAF) in rotation since 2016.
  • The last edition of the exercise was conducted at Agra by IAF.
  • The 2023 edition of the exercise is being hosted by the Indian Navy at Goa from 09 to 11 Oct 23.
  • AJHE-23, planned over three days includes a seminar, a Table-Top Exercise and a Multi-Agency Capability Demonstration.
  • The exercise will witness participation from various national agencies namely, National Disaster Management Authority (NDMA), National Disaster Response Force (NDRF), National Institute for Disaster Management (NIDM), Indian Army, Indian Navy, Indian Air Force, Coast Guard, Indian Metrological Department (IMD), National Remote Sensing Agencies (NRSA), State Disaster Management Agency (SDMA) and State Fire Services, Goa, District Disaster Management Agency (DDMA) of North and South, Goa, Indian National Centre for Ocean Information Services (INCOIS), Central Water Commission (CWC), Defence Research and Development Organisation (DRDO) and representatives from Federation of Indian Chambers of Commerce and Industry (FICCI) and from friendly foreign countries.
