National News
Navratna status company
- Ircon International Limited (IRCON) and RITES Ltd(RITES) both Central Public Sector Enterprise (CPSE) under the Ministry of Railways, have been announced as 15th and 16th Navratna respectively among CPSEs by Ministry of Finance.
- The other 14 companies which are granted this status include Bharat Electronics (1st), CONCOR, Engineers India, Hindustan Aeronautics, MTNL, NALCO, NBCC, NLC India, Oil India, PFC, Rashtriya Ispat Nigam, REC and Shipping Corporation of India.
- For a company to be granted the “Navratna” status, it has to report a net profit of more than Rs 5,000 crore for three consecutive years and maintain an average annual turnover of Rs 25,000 crore for three years or have an average annual net worth of over Rs 15,000 crore for three years.

CMFRI proposed Mariculture Parks to boost coastal fish production
- The ICAR-Central Marine Fisheries Research Institute (CMFRI) has proposed the establishment of mariculture parks to enhance coastal fish production of the country, in view of the growing food and nutritional demand anticipated in the coming years.
- This proposal was presented at a discussion on aquaculture and fisheries-based transformation of food systems held at the 16th Agricultural Science Congress (ASC).
- CMFRI has identified 46,823.2 hectares of suitable sites for marine cage fish farming along Indian territorial waters and 333 prospective seaweed farming sites covering 23,950 hectares.

India’s First Wetland City
- Udaipur, the city of lakes, in Rajasthan is all set to become the country’s first wetland city.
- Surrounded by five popular lakes, Pichola, Fateh Sagar, Swaroop Sagar, Rang Sagar and Doodh Talai, Udaipur has already become a part of the National Lake Conservation Plan of the Central Government.
- The Ramsar Convention is a global treaty that aims to preserve and make sustainable use of the Ramsar designated sites.
- It is known as the Convention on Wetlands and gets its name from the Iranian town of Ramsar, where the Ramsar Convention Agreement was signed in the year 1971.
- In 2022, almost 25 cities were added to the list of wetland cities.
- At present there are a total of 42 wetland cities around the world, with China having 13 such cities.

Nagaland Institute of Medical Sciences and Research (NIMSR)
- Union Minister of Health & Family Welfare, Dr Mansukh Mandaviya inaugurated the Nagaland Institute of Medical Sciences and Research (NIMSR) in Kohima, Nagaland which is the first medical college in the northeastern state.
- NIMSR Kohima is affiliated to Nagaland University.
- The foundation for Nagaland Medical College was laid by the Chief Minister of Nagaland Neiphiu Rio in 2014.
- World Bank and Japan International Cooperation Agency (JICA) were involved in the project.
- He also laid the foundation stone and inaugurated various health infrastructure projects under Pradhan Mantri- Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), National Health Mission (NHM) and XV Finance Commission Health Grants in Guwahati, Assam.

Banking and Finance
RBI slapped monetary penalties
- The Reserve Bank of India (RBI) had fined ₹64,00,000 on RBL bank for its failure to obtain an annual declaration in Form B from one of its major shareholders within the stipulated time frame of one month after the close of the financial years ending on March 31, 2018, March 31, 2019, and March 31, 2020.
- The bank also neglected to provide certificates to RBI confirming the ‘fit and proper’ status of one of its major shareholders by the end of September in these respective financial years.
- The central bank also fined ₹1 crore on Union Bank of India for its failure to comply with specific directions.
- The bank had sanctioned a term loan to a corporation without conducting necessary due diligence on the viability and bankability of the projects.
- This non-compliance occurred as the bank did not ensure that the revenue generated from these projects was adequate to cover the debt servicing obligations.
- The central bank also fined ₹8,50,000 on Bajaj Finance for non-compliance with the ‘Monitoring of Frauds in NBFCs Directions, 2016,’ a set of guidelines issued by the RBI.

RBI approved the voluntary amalgamation of co-operative bank
- The Reserve Bank of India had sanctioned the Scheme of Amalgamation of The Suvikas People’s Co-operative Bank Limited, Ahmedabad, Gujarat with The Kalupur Commercial Co-operative Bank Limited, Ahmedabad, Gujarat.
- The Scheme has been sanctioned in exercise of the powers conferred under Sub-Section (4) of Section 44A read with Section 56 of the Banking Regulation Act, 1949.
- The Scheme will come into force with effect from October 16, 2023.
- The branches of The Suvikas People’s Co-operative Bank Limited, Ahmedabad (Gujarat) will function as branches of The Kalupur Commercial Co-operative Bank Limited, Ahmedabad (Gujarat) with effect from October 16, 2023.
Agreements and MoUs signed
ICAR signed MoU with IIT Kanpur
- A Memorandum of Understanding (MoU) was signed between Pusa Krishi, ICAR- Indian Agricultural Research Institute and Start-up Incubation & Innovation Centre (SIIC), IIT Kanpur.
- The MoU was signed virtually by Dr. Viswanathan Chinnusamy, Joint Director (Research) IARI and Professor Ankush Sharma, Department of Electrical Engineering, SIIC IIT Kanpur.
- Through this MoU, both the sides will provide vital support to incubators and start-ups, fostering their growth and success.
- The joint efforts will offer a conducive environment for start-ups to thrive and make meaningful contributions to the agriculture sector.
- Pusa Krishi and SIIC IIT also expressed their commitment to explore and establish further collaborations to drive advancements and innovations in agriculture.
Indian Bank signed agreement with TMPVL
- Indian Bank Ltd signed an agreement with Tata Motors Passenger Vehicles Ltd (TMPVL) and Tata Passenger Electric Mobility Ltd (TPEML) to provide inventory financing solutions to their authorised dealers for electric as well as other passenger vehicles.
- The PSU lender will provide the two wholly-owned subsidiaries of Tata Motors Ltd with inventory financing solutions through its digital SCF (supply chain finance).
- In September 2023, Indian Bank entered into a similar pact with Maruti Suzuki Ltd.

Summit and Conference
8th BRICS International Competition Conference 2023
- The 8th BRICS International Competition Conference 2023 (BRICS ICC 2023), hosted by the Competition Commission of India (CCI) during October 11-13 2023, concluded in New Delhi.
- The conference comprised three plenary sessions and four breakout sessions, in addition to the inaugural session and the closing ceremony.
- In the plenary session on BRICS joint documents, Leniency Programme and Digital Economy Reports were released and discussed.
- The other plenary and breakout sessions facilitated the exchange of views amongst speakers from BRICS and other jurisdictions on a range of new and emerging issues related to competition law and policy.
- A Joint Statement was signed by the heads of BRICS competition authorities, which inter alia acknowledges the importance of continuing to share information, experience and best practices to strengthen enforcement capabilities and promote fair competition practices within BRICS jurisdictions.
- In his valedictory address in the Closing ceremony, Secretary, Union Ministry of Corporate Affairs, Dr. Manoj Govil said that each BRICS member state possesses its unique legal traditions, economic structures, and regulatory approaches.
- Collaborative efforts in competition law and policy allow for the exchange of best practices and the alignment of regulatory standards to the extent feasible, practical and useful.
9th G20 Parliamentary Speakers' Summit (P20)
- Prime Minister Narendra Modi addressed the 9th G20 Parliamentary Speakers’ Summit (P20) at India International Convention Centre, Yashobhoomi, Dwarka, Delhi.
- The summit is being hosted by the Parliament of India under the broader framework of India’s G20 Presidency with the theme of ‘Parliaments for One Earth, One Family, One Future’.

Global Residential Cities Index Q2 2023
- According to the Knight Frank Global Residential Cities Index Q2 2023, Mumbai climbed to 19th position and Bengaluru to 22nd globally.
- Mumbai ranked 95th while Bengaluru 77th in the same period last year (2022).
- New Delhi ranked 3rd amongst the Indian cities and 25th globally and Chennai and Kolkata ranked 39th and 40th.
- The Turkish capital Ankara ranks first with the highest growth rate of 105.9 per cent, followed by Istanbul at 85.1 per cent.
- Stockholm ranked the lowest in terms of price appreciation (-14.3 per cent).

Satyajit Ray Lifetime Achievement Award
- The prestigious Satyajit Ray Lifetime Achievement Award will be bestowed upon the renowned Hollywood actor and producer Michael Douglas at the 54th International Film Festival of India (IFFI).
- The Satyajit Ray Lifetime Achievement Award, instituted in the 30th IFFI in 1999, is presented to individuals whose exceptional contributions have significantly enriched and elevated the world of cinema.
- Michael Douglas has enjoyed a remarkable career, earning two Academy Awards, five Golden Globe Awards, and an Emmy Award.
- Bernardo Bertolucci of Italy was the first person to receive the award.
- Dilip Kumar and Lata Mangeshkar were the two Indians to get this precious award during 38th International Film Festival of India in 2007.
- Carlos Saura of Spain was awarded during 53rd International Film Festival of India.
Obituary
M.S. Gill passed away
- Former Chief Election Commissioner (CEC) Manohar Singh Gill passed away at 86.
- He served as a Minister for Sports and Youth Affairs as well as Minister for Statistics and Programme Implementation in the Manmohan Singh government.
- He also served as the Agriculture Secretary of Punjab from 1985-1987 under Captain Amarinder Singh who was then the Agriculture Minister of Punjab.
- He also served as the CEC between December 1996 and June 2001 succeeding T. N. Seshan.
- He was also a recipient of Padma Vibhushan award (2000).
Karthyayani Amma passed away
- Karthyayani Amma, a celebrity elderly learner and recipient of the Union government’s Nari Shakti Puraskar passed away at 101.
- Karthyayani shot to fame in 2018 when she became the oldest learner at the age of 96 to clear the Aksharalaksham literacy examination of the Kerala State Literacy Mission Authority (KSLMA).
- She scored 98 marks out of 100, bagging the first rank in the exam attended by 40,363 candidates.
- Karthyayani was later selected as the Commonwealth of Learning Goodwill Ambassador.
- In March 2020, she received Nari Shakti Puraskar from President Ram Nath Kovind on International Women’s Day.
- Kerala presented a tableau of “Nari Shakti and Folk Traditions of Women Empowerment” featuring Karthyayani at the 2023 Republic Day parade.
