National News
President of India presents National Service Scheme Awards
- The President of India, Smt Droupadi Murmu presented the National Service Scheme Awards for the year 2021-2022 at Rashtrapati Bhavan
- The NSS Awards, instituted by the Union Ministry of Youth Affairs and Sports, are presented every year to the NSS Volunteers,Programme Officers, NSS Units and the Universities/+2 Councils to recognize their voluntary service.
- The award was given to 52 persons to recognize their outstanding contributions to voluntary community and social service.
President Droupadi Murmu grants assent to Women's Reservation Bill
- President Droupadi Murmu has given her assent to the Women’s Reservation Bill which was passed by both the Houses during the recent special session of Parliament.
- The Central government has issued a gazette notification for the legislation which is also called Nari Shakti Vandan Adhiniyam.
- After the President’s assent, now the legislation has become a law.
- The law provides for 33 percent reservation to women in the Lok Sabha and State Assemblies as well as Delhi Assembly.
- 33 percent reservation for women belonging to SCs and STs will also be provided within the existing quota for this category
Union Minister G. Kishan Reddy launches 5G training labs and 5G applications in all North Eastern States
- DoNER (Development of North East Region) minister G Kishan Reddy launched India’s first 5G training abs and 5G applications in health sector in all the eight northeastern states.
- The project is centrally funded through the North East Council (NEC) and is being implemented by Assam government PSU, Assam Electronics
- Development Corporation Ltd (AMTRON).
- Underscoring the paramount significance of 5G in healthcare, the minister
- emphasized its potential to provide last-mile access to high-quality
- healthcare and reduce medical expenses for the common man. He reiterated that 5G could be a pivotal tool in realising the ‘Antyodaya’ vision of the Prime Minister.
- He also virtually inaugurated the 5G Experience Centre and Applications
- here in collaboration with various government agencies to harness the
- potential of 5G technology for socio-economic development in the northeast.
- India’s digital economy has witnessed remarkable growth, outpacing some
- of the world’s largest economies. Services like Aadhaar, United Payments
- Interface (UPI) and Digilocker have played pivotal roles in the country’s
- digital transformation.
- “This ground-breaking initiative will not only strengthen digital connectivity in the northeast, but also position the region as a significant player in the emerging 5G technology landscape
PM Modi launches 'Sankalp Saptaah', a week-long programme for Aspirational Blocks in India.
- Prime Minister Narendra Modi launched a unique week-long programme for aspirational blocks in the country called ‘Sankalp Saptaah’.
- Launched at Bharat Mandapam in the national capital, the ‘Sankalp Saptaah’, is linked to the effective implementation of the aspirational blocks programme (ABP).
- Which is aimed at improving governance at the block level to enhance the quality of life of citizens.
- The event will witness the participation of about three thousand panchayat and block-level people’s representatives and functionaries from across the country at Bharat Mandapam in the National Capital.
- In addition, about two lakh people including block and panchayat level functionaries and farmers will join the programme virtually.
- Sankalp Saptaah will be observed in all of the 500 Aspirational Blocks across 329 districts in the country from 3rd to 9th of next month.
- Each day during the period is dedicated to a specific development theme on which all Aspirational Blocks will work.
- The themes for the first six days include Sampoorna Swasthya, Suposhit Pariwaar, Swachhta, Krishi, Shiksha, and Samridhi Diwas. The last day of the week will be a celebration of the work conducted during the entire week, as Sankalp Saptaah – Samavesh Samaroh.
Education Minister Dharmendra Pradhan launches Bharatiya Bhasha Utsav and Technology & Bharatiya Bhasha Summit
- Minister for Education and Skill Development and Entrepreneurship Dharmendra Pradhan launched a two-day Bharatiya Bhasha Utsav and Technology & Bharatiya Bhasha Summit in New Delhi.
- This will set the course for a technologically enriched future for Bharatiya languages in education.
- He said there is a strong link between language, culture, and civilization.
- He added that technology should not remain only as a source of entertainment but also be used for easy and smooth language translation and help promote communication in all Indian languages among people.
- The government has proposed to celebrate the birthday of renowned Tamil poet and freedom fighter Mahakavi Chinnaswami Subramania Bharati as Bharatiya Bhasha Divas on 11th December.
- The Bharatiya Bhasha Utsav which began on 28th September will conclude on 11th December making it a 75-day-long celebration.
- The summit, organized as part of the Bharatiya Bhasha Utsav encompasses three thematic sessions first is Technology ‘FOR’ Bharatiya Languages, Technology ‘IN’ Bharatiya Languages, and Technology ‘THROUGH’ Bharatiya Languages
Online gaming, casinos to attract 28% GST
- Online gaming, betting, casinos, gambling, horse racing, and lottery will attract twenty-eight percent Goods and Service Tax (GST).
- The amended GST provisions will come into force from 1st oct 2023.
- The decision to levy 28 percent GST was taken in the 51st GST Council meeting held in New Delhi in August this year.

Bihar to Establish Second Tiger Reserve in Kaimur District
- After seeing the increasing number of tigers in Valmiki Tiger Reserve (VTR) the Bihar government has initiated to develop second tiger reserve in Kaimur forests.
- According to senior forest officers, VTR is spread across almost 900 sq km and is home to 31 tigers as per the latest census.
- Apart from the tigers, the VTR is also home to leopards, bears, deer, foxes, jackals, wild dogs and many other animals.
- VTR is nearing saturation point as the number of animals are constantly increasing.
- The forest officers said that the first initiative to develop Kaimur into a second tiger reserve was made after several tigers and their pug marks were spotted in the area.

Govt. extends tenure of CBDT Chairman Nitin Gupta by nine months
- Gupta (60), a 1986-batch Indian Revenue Service (IRS) officer of the Income-tax department, was appointed the Central Board of Direct Taxes (CBDT) head in June last year.
- He was scheduled to retire on September 30.
- The government order said the Appointments Committee of the Cabinet (ACC) has approved the re-appointment of Nitin Gupta as the CBDT Chairman on a contract basis, with effect from 1. 10. 2023 till 30. 06. 2024, or until further orders, whichever is earlier, in relaxation of the recruitment rules, on usual terms and conditions applicable to re-employed central government officers.

- Dr Dinesh Dasa takes oath of Office and Secrecy as Member, UPSC.
- The Oath was administered by Chairman, UPSC Dr Manoj Soni.
- Dr Dasa was Chairman, Standing Committee of All India Public Service Commissions from Dec, 2020 – Jan, 2022.
- The standing committee is a 9 members committee constituted by Hon’ble Chairman UPSC in the National Conference every year and it represents all 29 State PSCs to coordinate with UPSC on various issues.
- Dr Dasa was also Chairman, Drafting Committee to prepare model syllabus and exam pattern for Civil Service Exams across the states.
- Worth to note that draft submitted by Dinesh Dasa committee has been principally accepted by all the 29 Public Service Commissions at 20th National Conference of the Chairpersons of all the State PSC held at Goa on 12th and 13th January 2018.
Shanth Kumar of Deccan Herald is new PTI Chairman
- N. Shanth Kumar of The Printers (Mysore) Pvt. Ltd was elected Chairman of the Press Trust of India’s Board of Directors for a one-year term.
- Shanth Kumar’s election took place at a meeting of PTI’s Board of Directors following their Annual General Meeting at the news agency’s headquarters in New Delhi.
- The Board also elected Praveen Someshwar, the Chief Executive Officer of Hindustan Times, as the Vice-Chairman.

Mathematician Ruixiang Zhang to receive 2023 Sastra Ramanujan Prize
- Ruixiang Zhang, Assistant Professor, University of California, Berkeley, USA will be awarded with the 2023 SASTRA Ramanujan Prize for his outstanding contributions in mathematics.
- Zhang is a young mathematician whose fundamental work spans from analytic number theory, combinatorics, Euclidean harmonic analysis to geometry.
- Building on his Princeton PhD thesis, Zhang in collaboration with Shaoming Guo proved a multivariable generalisation of the main conjecture in Vinogradov’s Mean Value Theorem.
